Hello,
The State of Ohio does not currently have a separate Human Resources classification for centralized HR services. However, the class spec, Human Capital Management series, does contain job duties specific to the centralized HR functions performed by the Ohio Department of Administrative Services. Many years ago, the State of Ohio did use a centralized Human Resources classification series. Below are the links to the classification series for Centralized and Statewide usage.
Classification Series - Centralized and Statewide

The State of Ohio does use some centralized classifications that are used only by the State of Ohio, Department of Administrative Services, State Human Resources Division to support functions such as: payroll and benefits.
Classification Series - Centralized only

State Payroll Specialist<https://protect-us.mimecast.com/s/qiRoCR6JK1URRPrQUPKzXX?domain=das.ohio.gov>
Benefits Management<https://protect-us.mimecast.com/s/y0D6CVOj2Qi55jlXiJVqKD?domain=das.ohio.gov>
We would be happy to see the classifications for those agencies with enterprise level Human Resources functions.
Laura Cooper - Can you include the weblinks for the State of Nebraska? And can you clarify when and how the classification is applied for the enterprise versus statewide function?
Thank you,

In Nebraska, every agency has its own HR staff, whether it is one person or a large team. There are also centralized State Personnel staff within the Department of Administrative Services. Centralized payroll and HRIS systems are maintained with agencies having access to input/update their employees' information. There are centralized Employee Relations, Classification and Compensation, Benefits, Training, and Facilities Teams that support other state agencies. In addition, there are Shared Services in which specific work such as recruitment services can be purchased from the state's central office.
These are the classes which were newly consolidated in first quarter 2022:

You will note that some classifications have dual names. They may apply to the agency level staff while also applying to centralized HR staff. The specifications are attached. Please let me know if you have other questions.

Subject: Question: State Human Resources Structure
Good Morning,
We are striving to find a state that has a centralized HR oversight agency and also has individual HR teams and managers per agency. If you do, please provide any data/details that might help us with a comparative schedule and/or classifications that could support our study. A link to your classifications would be excellent or anything that could help us evaluate. We really appreciate anyone who steps up to help us on this one!
Thank you so much,
Melanie
