[NCASG] Request for current and previous fiscal year general wage increases

At the start of this fiscal year (July 1), all state employees received a
3.5% COLA increase.
Last year everyone received a 2.5% COLA increase.
Some groups of employees receive additional targeted funding increases that
vary based on job and approval from the legislature.
