Good morning everyone. Colorado by statute, state personnel functions are
decentralized, meaning that, by law, authority can be delegated to
individual agencies to conduct personnel decisions within that agency. The
delegation of these functions is given from the Department of Personnel and
Administration (DPA), Division of Human Resources (DHR). DHR's jurisdiction
is over the state personnel system, more commonly known as the state
“classified" system. DHR is responsible for monitoring the operation and
management of the classified system.
The State Personnel Director is accountable for the management and
operation of the state personnel system, per statute §§24-50-101(3) (c).
Agency heads are accountable for managing and operating the system within
their agencies, per statute §§24-50-101(3) (d). This creates a shared
responsibility within the agency, as the appointing authority is
accountable for the assignment and accuracy of the jobs in their agencies.
In this circumstance, the agency heads, and those to whom they have
delegated power, are the appointing authority.
