[IDHR] DHR Central Staffing Update

Hello!

As everyone knows by now, Lori has accepted a promotion within the Governor's Office as their Director of Operations. She will transition to this role on September 18th and I will begin as the Interim Administrator. Sharon Duncan is retiring, and her last working day was on Wednesday, August 23rd. She's taking some vacation time until her last day, which is in the middle of September. Finally, Janelle Mcdonald, ADA/Civil Rights Manager, accepted a promotion to the HR Officer supporting Dept. of Environmental Quality, Water Resources, Soil and Water Conservation Commission and Office of Energy and Mineral Resources.

With these changes, here's what I have in mind for restructuring/backfilling their positions:

  *   Sharon's position- I am planning to recruit for a Bureau Chief with a working title of "DHR Systems and Support Bureau Chief" - this position will oversee our HR systems, data analytics and reporting, DHR operations (new Financial Specialist - fiscal, payroll, inventory/equipment) and our HR and employee/applicant support services (Hanna, Jeni and Chris).
     *   Within this Bureau, we are also going to fill an "HR Systems & Data Manager" position to help with the management of our systems and to allow Hanna and her team to focus on supporting HR in the use of the system and development of resources and training.
     *   We are in the final recruitment for the Financial Specialist position that was granted in our FY24 budget request.
  *   Jan Mac's position - I am going to shift the EO/ADA responsibilities of Jan Mac's role to Haley Westenskow to manage and then we're going to work on building additional training to help the other areas Jan Mac has been critical in, such as accessibility. We will use this vacancy to recruit for an "L&D Systems Manager" position within Angela's team to help support the L&D portion of the Luma system and to develop/manage e-learning courses.

My goal with these changes is to impact how we're supporting all of you from a systems, data, resources and training standpoint to allow you to focus on providing critical HR support to our agencies, and lessen the time you're spending figuring out the system and the data.
