[IDHR] CEC Guidance Update

Hello!

Thank you all who attended the CEC Micro-Learnings we've done up until this point. During our last Micro-Learning, we discussed what we knew so far about the decisions made by the Legislature and what's to come. We let everyone know we are in the process of drafting our guidance, including an updated format to make it easier for everyone to find information and providing a new process where agencies will be required to submit their CEC plan using the provided template and DFM spreadsheet. We hoped to be able to share that with you this week on Friday and have another Micro-Learning.

We are not yet in a position to release the official guidance as the CEC appropriation bill has not yet made its way through the entire legislative process. What needs to happen next is the legislature will "print" the appropriation bill as the first step in the official process to make a bill a law. Generally, the time from printing to being signed by the Governor can take a couple of weeks depending on other legislative activities occurring. We'll continue to monitor this and keep you updated as it progresses.

With that, what I would like everyone to do in the meantime is to utilize the information that was shared during last Friday's Micro-Learning in terms of the tips from Kristy Bobish-Thompson at ISP and Andrea Ryan at DHR on the steps they should begin taking within their agency to start planning for CEC implementation. You can find that list attached; if anyone has any other tips/tricks to share, let me know and we'll add them and by next year, we'll have a very comprehensive list!

One concrete item that you should decide within your agency now is whether your agency will early-implement CEC or not, as that will impact your planning. I mentioned during last Friday's call that a memo would be coming out from Luma with transition dates from our current system to Luma and that would impact our CEC implementation date options. As a reminder, the dates I mentioned are as follows:

  *   Early Implementation: The last available effective date for early implementation is May 28, 2023, (Pay Date: June 23, 2023), the CEC plan must be received no later than May 9, 2023, and IPOPS action must be awaiting DHR/DFM approval no later than May 26, 2023.

  *   FY2024 Implementation: The effective date must be June 25, 2023, (Pay Date July 21, 2023), the CEC plan must be received no later than June 21, 2023, and Luma submission must be awaiting DHR/DFM approval no later than June 30, 2023.
Mike Evans is taking the lead on drafting our CEC Guidance, which will include the required CEC Plan Template and budget spreadsheet. If you have any specific items you would like us to make sure we include, please let Mike know.

Thanks everyone for your patience while we allow the CEC appropriation bill time to make its way through the process, and for all of your work to help implement CEC for our state employees! It's a huge undertaking every year and this year will be especially so with tightened deadlines and transition to a new system.
