Hi Wendy,

Here is the response from Louisiana. If possible, please share your results with me. We have discussed the idea of a Classification Redesign and would be interested in seeing what other states have done with classification. Thanks!


1.       Has your state changed or implemented a new classification and/or compensation system?

Louisiana implemented a Compensation Redesign in 2018 that included significant pay structure adjustments, a general increase of 2%, and adjustments to some of the classification and pay rules which included a new base building pay mechanism called a "Market Adjustment." 2.       Did you do it internal?  Or did you contract with a firm/agency to assist?

Mostly internal. Initially, we consulted with Neville Kenning to get his perspective on what other states were doing and to make sure we were on the right track.



3.       If your state contracted with a firm or an agency, can you tell me why you chose to contract and not perform the change internally?

We have found that bringing in an outside consultant helps bring additional validity to our internal process.



4.       Have any of you moved away from or to a point factor system?  Can you tell me why?

In the late 90's, we used the Hay Factor approach. This was before my time here, but it is my understanding that agencies would try to overstate some factors in an effort to get at a certain pay level. For example, requiring a degree on a subprofessional job. Today, we use external market data combined with internal equity assessments (slotting) based on comparisons of scope, complexity and impact of job duties.
