Hi Wendy,

South Dakota is creating a new IT class and comp system; we're more than half-way done. We have proposed class specs and pay ranges established for benchmark jobs. We still need to figure out how many levels truly exist in each series.

It's all internal for us, so it's taking some time. However, I have been relying on information from other states, particularly Idaho. The pandemic certainly slowed things down.

For this group of jobs, we moved away from point-factor system maybe 15 years ago, as several IT classifications were consolidated into two broadbands. Class determinations were based on consensus of a review board until recently.

We're staying away from point-factor job eval.
Why, you ask...

  *   I'm not a fan of that method because it's too complex to explain to non-users. When HR can hide behind complexity, employees typically default to suspicion and conspiracy theories.
  *   Traditional point systems require a high degree of specificity in the job descriptions and plans are based on the concept that you can make finite distinctions between jobs by examining the component parts of a job. Again, this method is overly complex when all one really needs to know is type and level of work to make a class determination for a position.

I hope everyone is staying safe.  I have a few questions, and if you could respond to me by July 6, 2020 that would be awesome:


  1.  Has your state changed or implemented a new classification and/or compensation system?
  2.  Did you do it internal?  Or did you contract with a firm/agency to assist?
  3.  If your state contracted with a firm or an agency, can you tell me why you chose to contract and not perform the change internally?
  4.  Have any of you moved away from or to a point factor system?  Can you tell me why?
