[NCASG] Classification Philosophy

Cliff,
The attached one-page document includes both classification and compensation philosophy statements for the State of North Dakota.  The classification philosophy is not labeled as a philosophy statement, but that is pretty much what is stated under "Purpose of chapter."  The Compensation Philosophy Statement follows after that.
