[NCASG] DELAWARE Response Game Wardens

Good morning,
Delaware recently reclassified all our Delaware Natural Resources and Environmental Control Enforcement Officers to Natural Resource Police Officers.  This had no affect on pay grade or pay AND they have a Union negotiated pay scale with step increases.  HOWEVER, through Delaware’s FY 23 budget epilogue we opened the possibility of positions, not otherwise covered under Delaware Code, to receive Hazardous Duty Pay based on 3 levels as follows:
              Level B $1,100/year
              Level A $2,300/year
              Level A1 $4,620/year
Under Delaware Code, T29, § 5916. Uniform pay plan; hazardous duty pay. (e) restricts Hazardous Duty Pay to employees otherwise qualified, employed by the Department of Correction (or its successor agency), the Delaware Psychiatric Center and who are assigned to programs for the criminally insane, the Department of Services for Children, Youth and Their Families (or its successor agency), Casual seasonal employees performing the same job duties as those eligible employees identified above deemed eligible and Employees employed in the Prison Education Program as authorized in Chapter 24 of Title 14 whose primary job location is within the institutions.
((f) Nothing in this section shall be construed or interpreted by the Merit Employee Relations Board or by the Secretary to include hazardous duty pay as coming within the definition of fringe benefits)
Current Budget Epilogue
Section 30. Notwithstanding 29 Del. C. § 5916, Tthe Secretary of the Department of Human Resources shall have the authority to review and recommend which employee classifications are eligible to receive hazardous duty levels, including A-1 supplemental compensation. Employees covered by a collective bargaining agreement who have negotiated to have the hazardous duty levels, including A-1, supplement added into their base salary rate shall not be eligible for this supplement. Any recommendations for hazardous duty level A-1 supplemental compensation must be approved by the Director of Office of Management and Budget and 1Controller General. Any supplemental compensation approved under this section shall be effective the first day of the full pay period following approval.

The Natural Resource Police Officers are being recommended to receive Hazardous Duty Pay Level A1. (Trainees are not eligible until they have successfully graduated from COPT (Council On Police Training)  training provide by an approved academy).

Other Recruitment, Retention, and Referral bonus package.

INCENTIVE BONUS DETAILS:
DNREC, Division of Parks and Recreation, Division of Fish and Wildlife, and the Environmental
Crimes Unit would like to propose the following Recruitment and Retention Program Incentives.
A $5,000 sign on bonus for candidates hired on as a Natural Resource Police Trainee. This sign
on bonus will be distributed in two payments: $2,500 upon completion of the academy and $2,500
upon completion of 1 year as a Natural Resource Police Officer.
The sign on bonus will be offered to the position(s) outlined below:
JOB CODE POSITION / TITLE BONUS AMOUNT
MBBD01 Natural Resource Police Trainee $5,000
The sign on bonus incentive is open to eligible applicants hired into a Natural Resource Police
Trainee position and is contingent upon the following eligibility criteria: Completion of the
academy and completion of 1 year of service within DNREC as a Natural Resource Police
Officer.
DNREC, Division of Parks and Recreation, Division of Fish and Wildlife, and the Environmental
Crimes Unit would also like to propose the following Referral Program Incentives.
A $3,000 referral bonus for current DNREC employees if they successfully refer a new Natural Resource Police Trainee that is hired and completes the academy and 1 year as a Natural Resource
Police Officer with DNREC. This referral bonus will be distributed in two payments: $1,500 upon the new Natural Resource Police Trainee’s completion of the academy and $1,500 upon the new Natural Resource Police Trainee’s completion of 1 year as a Natural Resource Police Officer.
REFERRAL BONUS DETAILS:
The referral bonus incentive is open to current DNREC employees and is contingent upon the
following eligibility criteria: A successful referral of a new Natural Resource Police Trainee
that is hired and completes the academy and 1 year as a Natural Resource Police Officer
with DNREC.
