[NCASG] Compensation Best Practices

Arizona publishes a report like this every year

report by agency on average salaries, turnover, OT expenditures, and
headcount, but we include a few additional data tables and demographic info
we think agencies would find helpful. We're also required to make a
recommendation to the Governor on the salary levels of state employees.
This gets political so for the past decade or so, our recommendation has
been something generic like "we stand ready to provide relevant market data
to aid in decision making". For this reason, we don't conduct a full
statewide market analysis because the data isn't used.
