HI Dori,

Washington’s Personnel Resources Board hears appeals filed by civil service employees of the state of Washington. The board consists of three members appointed by the governor, subject to confirmation by the Washington State Senate. The board's staff is part of the State Human Resources Division within the Office of Financial Management. Board staff is comprised of two employees who provide technical, administrative, and support services for the board's appeal program.

It has authority over unrepresented and non-union represented permanent employee appeals of disciplinary actions including dismissal, suspension, demotion or reduction in base salary; layoff actions; alleged rule violations; or exemption of his/her position. An employee may appeal the following to the Board on exceptions to a Director's review determination: allocations or reallocations, remedial actions, or removal of the employee's name from a layoff list (see WAC 357-52-010<https://protect-us.mimecast.com/s/iIkYCR6JK1URDjzJt9HDwx?domain=apps.leg.wa.gov>).

The State of West Virginia has the State Personnel Board<https://protect-us.mimecast.com/s/5xcVCYEmY5UNWE4QTMSXxk?domain=gcc02.safelinks.protection.outlook.com> who reviews various proposals related to statewide and agency-specific personnel matters. Examples of items submitted for Board approval include policies and interpretive bulletins, amendments and updates to the Administrative Rule, requests for reductions-in-force, requests for approvals of secondary employment, class specifications and pay plan issues as well as similar matters for county health departments.
