[NCASG] Request for current and previous fiscal year general wage increases

The State of West Virginia received an across-the-board increase on July 1,
2022 in the amount of $2,550 per employee. There was not a general increase
previous fiscal year. Our fiscal year starts July 1st. Employees did not
receive within-job step increases in addition to the general increases.
