[NCASG] Question: State Human Resources Structure

Hello.

Utah has a centralized HR division in the Department of Government
Operations. The individuals who work in the central office work on
statewide rules/policies, benefits, compensation, etc. The division also
has HR staff working in "field offices" placed at each agency within the
state. The field office HR staff partner with the agencies and work on
things at the agency level (recruitment, liability, agency specific policy,
etc.).
