Hello NCASG Colleagues,

The State of NJ has officially jumped on this bandwagon.  Our Governor recently signed Executive Order No. 327 to prioritize work experience and skills training over formal education (e.g., bachelor's degree) for some State job opportunities.  We are currently reviewing our title plan to determine the best way to implement this.

Does anyone have a formal definition their agency uses for professional work experience?  Any information you can provide will be greatly appreciated.  Thank you.

We have no mandate yet although there are discussions in both our legislature and the administration. We actively advocate with our hiring managers to include work experience only options in lieu of or in addition to options that include postsecondary degrees. Since you are doing this research you probably have run across both of these resources but for others who may not have the 2017 article “Dismissed by degrees” published by the Harvard Business School<https://protect-us.mimecast.com/s/XEv2Czpz4XUEQBEPH4IjEL?domain=urldefense.com> originally coined the term “degree inflation” and it's probably the genesis for many of these efforts. Dear Colleagues:



Employers are resetting minimum qualifications for a wide range of roles by dropping the requirement for a college degree for various professional positions. This is not only a private sector trend as states, including Pennsylvania<https://protect-us.mimecast.com/s/M2_2CJ6xKQUl3zl4upWYBo?domain=urldefense.com> (click on link for Executive Order) and Maryland, have removed four-year degree requirements for thousands of jobs.



The State of New York is conducting a review of its titles to determine those where a degree can be an alternative requirement. We would appreciate your sharing anything that your state is doing to have  an experience pathway for careers typically requiring a  degree.
