Good afternoon, all,

Georgia is reviewing the entry requirements for all jobs starting with those that have college degree requirements. Currently, in session, Senate Bill 3 – Reducing Barriers to State Employment Act of 2023, has been introduced. It passed the Senate and the House and was favorably reported.

A BILL to be entitled an Act to amend Chapter 4 of Title 50 of the O.C.G.A., relating to organization of executive branch generally, so as to require state departments, agencies, boards, bureaus, offices, commissions, public corporations, and authorities to assess educational, experiential, and training requirements for positions of employment; to identify positions of employment for which such requirements can be reduced; to require efforts to reduce the number of positions for which a four-year college degree is required; to provide for a short title; to provide for related matters; to repeal conflicting laws; and for other purposes.

Georgia has also developed a Workforce Strategy Initiatives (WSI) workgroup for each job family (19). The workgroup consists of Executive branch leadership, Human Resources Directors/Managers, Frontline Managers, and compensation/classification personnel. The goal of these workgroups is to develop initiatives to help recruit and retain employees. Of course, the pay was mentioned in all workgroups, but entry qualifications were also brought to the table.

Currently, there are 1,371 jobs 1,021 have degree requirements.

Dear Colleagues:

Employers are resetting minimum qualifications for a wide range of roles by dropping the requirement for a college degree for various professional positions. This is not only a private sector trend as states, including Pennsylvania<https://protect-us.mimecast.com/s/g-O4CgJED2C4M8N3SyHngP?domain=urldefense.proofpoint.com> (click on link for Executive Order) and Maryland, have removed four-year degree requirements for thousands of jobs.

The State of New York is conducting a review of its titles to determine those where a degree can be an alternative requirement. We would appreciate your sharing anything that your state is doing to have  an experience pathway for careers typically requiring a  degree.
