Good Afternoon, Everyone,

My team and I are responsible for completing this project for Pennsylvania, as referenced by Bill below. There are a few key points I’d like to share with the group.

  * Most of the professional jobs in our 2600 classifications already have an equivalency statement of some kind. This could be an open equivalency (i.e., An equivalent combination of experience and training), or a limited equivalency (e.g., An equivalent combination of experience and training which includes… (15 credits in accounting, or 2 years of supervisory experience).
  * My division is currently reviewing the other 197 jobs that appear to have an absolute requirement for a bachelor’s degree. This project does not include jobs that require a masters or doctoral degree.
  * Each review includes interviews with Executives, Bureau Directors, or other program SMEs to determine if an open or limited equivalency can be added to the job, or if the BD requirement can be removed for jobs that also require professional experience. The end result is the same. Candidates without a degree can apply for jobs where they would otherwise meet the requirements.
  * Almost half of these jobs are bargaining unit covered, which requires us to submit proposed changes to the representing union and seek their concurrence. This process often delays our implementation of spec updates by weeks or months. We have contractual authority to manage the plan and submit these to our Executive Board for approval without union concurrence, but unfortunately, that is not our practice at this time.
  * Please note that we are not lowering the minimum experience and training requirements (METs) of any job. If a job requires professional experience in the field, a candidate will not qualify without possessing that experience.
  * Where there are logical options to allow paraprofessional or technical experience to equate for the BD on a year for year basis, we are adding those to the METs.
  * For those jobs that require a BD by law, regulation, certification, licensure, or accreditation standards, we are including links or references to that language on our review form and adding that to the job history file for that classification.
  * The ten analysts on my team and I have six months to complete this project. We are reporting our progress monthly to the Governor’s office.

For your reference, I’ve attached a copy of one of my completed review forms, which I created for this project.

Also, here is a link to our new Commonwealth Careers website. There is a search option to sort jobs by education and experience level. My Director and I worked on this site for over four years, and it finally launched in January. We are meeting with IT this week to discuss phase 2 enhancements. Please let me know if you have any suggestions! Commonwealth Careers (pa.gov)<https://protect-us.mimecast.com/s/XVgQCDkoZ8UD4rQMHWvPP4?domain=careers.employment.pa.gov>

I would be happy to set up a call or Teams meeting with anyone interested in what we are doing in PA.

Cristal

Dear Colleagues:

Employers are resetting minimum qualifications for a wide range of roles by dropping the requirement for a college degree for various professional positions. This is not only a private sector trend as states, including Pennsylvania<https://protect-us.mimecast.com/s/XNITCOYDX8IEWrowtWzA4_?domain=gcc02.safelinks.protection.outlook.com> (click on link for Executive Order) and Maryland, have removed four-year degree requirements for thousands of jobs.

The State of New York is conducting a review of its titles to determine those where a degree can be an alternative requirement. We would appreciate your sharing anything that your state is doing to have an experience pathway for careers typically requiring a degree. Please respond to my email at Bill.Davis at cs.ny.gov<mailto:Bill.Davis at cs.ny.gov> by 3/31/2023.

Sincerely,

Bill Davis
