Hello Bill,
The state of South Carolina has not undertaken a wholesale review of classifications to determine if degree requirements can be removed or experience equivalencies can be added.
We have reviewed multiple class series in the last several years, however, and have removed degree requirements or added experience equivalency language where we believed it was appropriate.
Agencies have had the ability to request that DSHR approve equivalencies to minimum degree requirements. The State Human Resources Regulation is below. The consultant assigned to the requesting agency would approve the equivalency; not the State Human Resources Director as the Regulation states. In December 2022, approval of equivalencies to classification minimum requirements was delegated to agencies. Please see the attached memo communicating this change to agencies for additional information.
19-702.03 CLASS SPECIFICATIONS
A. Each class specification shall describe in general terms examples of the kind of work and level of responsibility normally assigned positions that may be allocated to the class. The exact duties and responsibilities of positions allocated to any one class may differ; however, all positions allocated to a class shall be sufficiently similar as to kind of work, level of difficulty or responsibility, and qualification requirements.
B. The Division of State Human Resources shall develop class specifications which include the following:
7. Minimum Requirements - a statement of the minimum combination of education and experience required for the satisfactory performance of the duties of positions in the class, but not necessarily fully descriptive of the education and experience required for any one position in the class. For an equivalency to substitute for the minimum requirements, an agency must submit a written request to the State Human Resources Director for approval.

Currently, most state job classifications allow experience to be substituted for education or do not require a higher education degree. The Office of State Human Resources is currently working with state agencies to evaluate the minimum education and experience requirements in all state job classifications. As a part of this process, it may be necessary to update some of our classification specifications.

Employers are resetting minimum qualifications for a wide range of roles by dropping the requirement for a college degree for various professional positions. This is not only a private sector trend as states, including Pennsylvania<https://protect-us.mimecast.com/s/MlnhCZ6nG0UXJNvDiN6DK_?domain=gcc02.safelinks.protection.outlook.com> (click on link for Executive Order) and Maryland, have removed four-year degree requirements for thousands of jobs.
The State of New York is conducting a review of its titles to determine those where a degree can be an alternative requirement. We would appreciate your sharing anything that your state is doing to have an experience pathway for careers typically requiring a degree.
